You might get lucky if it an older, non digital, camera if the film has run out or the camera isn’t live.
I don’t think the digital ones flash at all.I have driven past this juction both ways a lot recently from Brum to Bolton, Bury etc. I remember seeing lots of cameras around this junction, notably on gantries and around the coned off areas where the speed limit is 50mph (I think). Remember the digital ones have little yellow tarpaulins behind them to ‘highlight’ them.
