I ride with the headlights on while on trips. Not in the city. There is no penalty for riding with lights on, but mostly the people on the road will drive you crazy indicating that your headlight is on !!! Used to irritate me no amount in the beginning, but now I take it as a signal that the light bulb has not fused [
